About this relationship

Andorra and San Marino rank among the earliest bilateral relationships either microstate established with another European microstate: diplomatic ties were formalised on 30 November 1995, within a few years of both joining the United Nations (San Marino in 1992, Andorra in 1993). As with most of Andorra's relations with fellow microstates, representation is non-resident, handled through embassies elsewhere and honorary consulates rather than resident missions in each other's capitals.

The clearest evidence of a substantive link is diplomatic rather than historical. From 2015, the two states negotiated jointly with the European Union, alongside Monaco, toward association agreements granting access to the EU's internal market. The three governments held a rotating series of tripartite meetings — in Monaco in March 2017, San Marino in May 2017 and Andorra in November 2017 — coordinating positions and pressing Brussels for country-specific opt-outs. Monaco withdrew from the process in 2023, but Andorra and San Marino carried the negotiation to its conclusion, and in July 2026 the Council of the European Union formally cleared the resulting association agreement covering both countries, making them treaty partners of the EU as a linked pair.

The two also meet regularly in sport. Their national football teams have played five times since 2017, including two 2021 FIFA World Cup qualifiers, with Andorra winning four of the five meetings and a further friendly scheduled for March 2026. Both are founding participants in the Games of the Small States of Europe, first staged in San Marino itself in 1985 and hosted by Andorra in 1991, 2005 and 2025, and both belong to the Council of Europe, the OSCE and the UN Forum of Small States. Outside these multilateral and sporting connections, however, there is little recorded history of direct engagement between the two governments — no known state visit between their heads of state has been documented, and no significant trade relationship is on record.

About Andorra

Andorra is a small, landlocked country located in the Pyrenees mountains between Spain and France. It has an area of about 181 square miles and a population of about 77,000 people. Andorra is a parliamentary democracy with two co-princes, the President of France and the Bishop of Urgell in Spain, who serve as joint heads of state. The country has a high standard of living and a stable economy, with a focus on tourism and banking. It is not a member of the European Union, but it does use the euro as its official currency and has close economic and political ties with both France and Spain. Andorra has a long history of neutrality and has not been involved in any major international conflicts.

Geography & terrain

Landlocked, no coastline. Entirely mountainous, tucked high in the Pyrenees between France and Spain, with an alpine climate of cold winters and mild summers. Its steep, enclosed terrain makes large-scale invasion impractical, and the country's small size and natural isolation have long kept it outside major conflicts.

About San Marino

San Marino is a small, landlocked sovereign state located on the Italian Peninsula, surrounded by the Republic of Italy. It is the third smallest country in Europe, after the Vatican City and Monaco, and has an area of about 61.2 square kilometers. San Marino is a democratic republic with a parliamentary system of government, and its official language is Italian.

The country has a population of about 34,000 people and is known for its mountainous terrain, which is home to several ancient castles and fortresses. It is also known for its mild climate, which attracts many tourists each year.

San Marino is not a member of the European Union, but it enjoys a close relationship with the EU through its membership in the Council of Europe and its participation in the EU's single market. It also has diplomatic relations with a number of countries around the world and is a member of several international organizations, including the United Nations.

Despite its small size and relatively modest economy, San Marino is considered a prosperous and stable country, with a high standard of living and a strong social welfare system. It is also known for its low crime rate and political stability.

Geography & terrain

Landlocked, no coastline. A tiny enclave entirely surrounded by Italy, built around the steep, rocky slopes of Monte Titano, with a mild Mediterranean climate. Its historical defensibility comes almost entirely from the mountain itself — the old fortified city sits on a narrow ridge that is naturally hard to approach — which helped it survive as one of the world's oldest republics despite its minuscule size.

Battle narrative

Ground campaign

Andorra's terrain could make a rapid ground campaign difficult: Its steep, enclosed terrain makes large-scale invasion impractical, and the country's small size and natural isolation have long kept it outside major conflicts. Andorra la Vella would likely be a focal point of the campaign: The capital and only significant town, occupying the country's main valley and controlling its limited road access to France and Spain. San Marino's terrain could make a rapid ground campaign difficult: Its historical defensibility comes almost entirely from the mountain itself — the old fortified city sits on a narrow ridge that is naturally hard to approach — which helped it survive as one of the world's oldest republics despite its minuscule size. City of San Marino would likely be a focal point of the campaign: The capital sits atop Monte Titano and is fortified with medieval towers, giving it commanding views over the surrounding Italian territory. Andorra's larger population could also support a prolonged resistance.

Prolonged conflict

Andorra's stronger economy could help sustain military operations in a prolonged conflict. Occupying San Marino outright would likely prove costly given its terrain.

Overall assessment

Andorra enters this matchup as the stronger side on paper, with roughly a 56.7% probability of winning. That advantage would still need to be converted into an actual battlefield result against San Marino, which real conflicts rarely guarantee.
